Here are the places that I know of that are open to under 55+:

West Valley:

Maricopa Regional Parks like White Tanks or Lake Pleasant – these have a two week max in one site though so you would have to hop around to different sites.

Leaf Verde in Buckeye is our go to for longer stays in the west valley.

Desert Edge – It’s 55+ but sometimes they allow nurses to stay there on contract. My parents have stayed here and it’s centrally located along I-17

Mesquite Ranch and Stables – This is my friend with land that rents a few spaces on her ranch. Several travel nurses have stayed there on contract.

Pleasant Harbor RV Resort – a little north but Lake Pleasant is beautiful

East Valley:

Try Maricopa Regional Parks too

If you are open to trying out Boondocking, there are TONS of places around the outskirts of the city that you can find spots. Here are places we have stayed before: https://www.noordinarypath.com/southwest
